I seem to recall having seen that order in Germany moderately often.
It's always seemed wrong to me, though, since I always think of the suits in HDSC order (that is, with the last two the other way around).
I have no idea where I got that order from, but it's what I use in (Klondike) Solitaire, for example, to determine which of the four dispose spots gets which suit.
