I can only assume that they get some magic information transmitted down the mains line itself to tell them when the low rate begins and ends – in which case, perhaps a side effect of my meter swapping the rates round might be that it also misinforms the heaters?

The usual arrangement is for the timer that switches between the rates also to switch on and off the power supply to the headers.

The meter should have an indicator to show which of the two counters is currently active. Does it?
